Інституціональна складова інформаційного забезпечення транскордонного співробітництва СНД

Abstract

Інституціоналізм розглядається як одна з найпоширеніших наукових методологій, що дозволяє з’ясувати головні риси транскордонної взаємодії. Проаналізовано значимість формування інститутів транскордонного співробітництва, яка обумовлює потребу в аналізі інституціонального будівництва у сфері транскордонного співробітництва, а також виявлення наслідків прийнятих інституціональних рішень. Автор констатує, що інституційні засади транскордонної співпраці країн СНД складаються з формальних норм і правил, що знайшли відображення у нормативно-правових актах, які діють на різних рівнях взаємодії країн Співдружності. Досліджено організаційні форми, зокрема інформаційного забезпечення транскордонного співробітництва на рівні міждержавних інститутів та структурних підрозділів співтовариства СНД, відокремлених структурних центральних, регіональних та локальних (муніципальних) органів влади, які мають відношення до транскордонного співробітництва, специфічну організаційна форма транскордонної співпраці, запозичену з досвіду ЄС, – єврорегіони, а також транскордонну інфраструктуру, що охопила представників громадянського суспільства та транскордонні кластери. Автор робить висновок, що інституціональна складова інформаційного забезпечення транскордонного співробітництва СНД, з одного боку наслідує досвід ЄС, а з іншого враховує традиції, що склалися на пострадянському просторі. Вона потребує вдосконалення та подальшого вивчення. Institutionalism is regarded as one of the most common scientific methodologies, which allows us to determine the main features of cross-border cooperation. Analyzed the importance of institution-building cross-border cooperation is reflected both in the analysis of institution building in the field of cross-border cooperation, as well as institutional solutions adopted. The author states that the institutional principles of cross-border cooperation of the CIS countries are determined by formal rules and regulations that are displayed in the legal acts that are at different levels of cooperation between the countries of the Commonwealth. Studied organizational forms, particularly information support cross-border cooperation at the level of international institutions and departments of the CIS community separated structures of central, regional and local (municipal) authorities, which are related to cross-border cooperation, the specific organizational form of cross-border cooperation, borrowed from EU Euro-regions, as well as cross-border infrastructure, which is represented by civil society and cross-border clusters. The author concludes that the institutional component of the information management of cross-border cooperation of the CIS, on the one hand shows the experience of the EU, and from the other takes into account the traditions that have developed in the post-Soviet space. It needs to be improved and further study.
