Особливості використання аутсорсингу в управлінні проектами

Abstract

Визначено специфіку впровадження аутсорсингу у процес управління проектами на основі обгрунтування значення проектів та ефективного управління ними для розвитку та реалізації стратегічних цілей підприємства. Подано аналіз функціональної ієрархії управління проектами, програмами та портфелем проектів, а також виявлено причини та параметри неефективного управління проектами (зміна цілей та змісту проектів, перевищення запланованого бюджету, порушення термінів реалізації проектів). Грунтуючись на теоретичних трактуваннях категорії «аутсорсинг» подано аналіз форм прояву, переваг та недоліків використання аутсорсингу в управлінні проектами. Виявлено та обгрунтовано алгоритм для визначення доцільності аутсорсингу в управлінні проектами за такими параметрами – стратегічний, операційний, фінансовий. Аргументовано, що прийняття рішення про використання аутсорингу має відбуватися на основі комплексної об’єктивної оцінки власних можливостей та виявлення співвідношення між перевагами та ризиками залучення зовнішніх фахівців до процесу управління проектами.

The paper defines the specific features of outsourcing use in the project management process. The research was based on the idea of high importance of projects effective management for the development and implementation of strategic business objectives. In order to achieve this goal it was necessary to solve the range of the fallowing tasks: to set parameters and reasons of inefficient project management development, to explore the nature of outsourcing and its forms that may be implemented in the project management, to identify the algorithm parameters to determine the feasibility of outsourcing project management submission, to describe the advantages and disadvantages of outsourcing use in project management. The article focuses on the functional hierarchy of project, program and portfolio management. There were identified the causes and ineffective project management options, like change the objectives and content of projects exceeded the planned budget, projects timing violations. Based on the theoretical interpretation of the category "outsourcing" the main forms of it were the analysed, the advantages and disadvantages of outsourcing use in project management were described. The special algorithm to determine the feasibility of outsourcing use in project management was identified and justified in the article. This algorithm is based on the following parameters – strategic, operational and financial one. It was also improved that the decision to use the outsourcing should be based on a comprehensive objective evaluation of the internal capabilities and identifying the correlation between the benefits and risks of external experts involvement in the projects management process.
