Про деякі шляхи підвищення рівня ефективності взаємодії слідчих та оперативних підрозділів виправних колоній у розслідуванні злочинів

Abstract

У статті розглянуті питання, що пов’язані із взаємодією слідчих поліції та оперативних підрозділів випраних колоній у ході досудового розслідування злочинів, вчинених засудженими до позбавлення волі, а також визначені найбільш суттєві проблеми та шляхи їх вирішення на теоретико-прикладному рівні.The article deals with the problems related to the interaction of the police investigative and operational subdivisions of penal colonies during the pre-trial investigation of crimes, committed by persons sentenced to imprisonment and identifies the most significant problems and the ways of their solutions on the theoretical and practical levels. According to the results of our study, the procedure of coordination of interaction between investigative and operational units of penal colonies in crime investigation includes: 1) sequence in collecting required information; 2) processing of this information; 3) technologies of developing plan for coordinating action; 4) procedure for ensuring the realization of the decision taken; monitoring the implementation of this decision. This structure secures coordinating activities from possible distortions, helps to eliminate red tape or departmental interests. Coordination of actions is possible between one and all governmental entities in the preliminary investigation at penal colonies, depending on the goals and tasks which should be performed by them. But in all cases, coordination should be carried out only within the common for these subjects’ goals and objectives in the fight against crimes committed by prisoners during serving a sentence of imprisonment.
